window tint laws...

so, i live in illinois and the laws on window tint seem kinda strict... http://www.tintcenter.com/laws/IL/ , i can't even apply tint to the front side windows...how gay

i couldn't find any information on tailight & headlight blackout laws in illinois...i'm wanting 2 buy a blackout set from autobadges...could anyone plz do a quick search and see if they can come up with any info for me? thx

also, would tinting my windows be worth it since i can't even touch the front side windows and i can only have like 6" of tint on the top part of my front window...thx guys
